If I return an as is item because it is damaged will the s&h be refunded?

@Gabidog   If an item is damaged or defective, shipping costs are refunded, even if it's an "as is" item.

Speaking of "as is,"  all the "as is" items I have received look like they were brand new.  I know QVC says they could be returns, or samples, or on air items.  My question is, When does it become, "as is?"  Surely they can not put every item that is returned that category, otherwise I would think there would be a lot more "as is" items, and some for each product.

 

I don't really expect anyone to have an answer here.  This is just something I have wondered about.
