This is one of those things you're just going to have to deal with.
I don't think it would be right to talk to their contractor yourself. It's none of your business...

I can understand your frustration. Probably, unless you've gotten to know them to the extent that you can have such a conversation, it might make it worse to make a suggestion. Now, most reasonable would take a suggestion as such and not as an attack. But you never know if you are dealing with a reasonable person unless you already know them.
(sorry - a lot of words that didn't say much)
I have long appreciated that the way our property is, it's in the 'elbow' of a 'U' shaped street. So, the front of our property is somewhat narrow and it fans out to the back a considerable amount.
What that gives us is that, even though we live on a street with other houses, nobody is all that close to us. I also enjoy that the other two-story house on one side doesn't have a single window facing our property and on the other side there is just one in the back of his house.
That, along with 6' fences, gives me a nice sense of privacy and I like that very much.
I hope things work out.

That's what a/c's do, they cycle on and off all day long.
It's no big deal!
It's a sound that come along with living in the suburbs!
It's white noise that is easy to tune out, and in fact, I even find the whirr of the a/c to be relaxing.
It makes me think of just how lucky we are to be living in a time when we have the ability to cool our homes at the touch of a button.
Can you imagine how our grandparents or great-grandparents coped with the heat?

I would have no problem if you came over and said it bothered you AND you were offering to purchase the cover to keep the noise down. To expect ME to pay for that....pretty nervy and that's saying it nicely.

@SeaMaiden I think that's a great idea and had no idea they made sound blocking products to place around the unit. No one should be disagreeable to that so I'd say yes, go for it.

My neighbor put in central air last year. The unit is at the side of their house. I live in the PNW where air conditiioning is not that common but the last few years have become much warmer. It bothered me for about a month but I got used to the noise and on our occasional hot day I am definitely jealous!

My PNW neighborhood has many homes now with a/c, including me. It helps with my allergies. I never thought we'd feel a need for a/c here.

We had that happen once with a neighbor who installed some kind of huge AC. It was horrible and it went on 24/7. We talked to them and, nothing, so I contacted our noise abatement department in the city.
They came out and did a measurement of how loud it was from inside our bedroom and it was waaaaaayyyy over the limit. The city talked to them about it. First the neighbors did something to lower it, still not good said the city, and then they moved.
See if you have some kind of town, city, county ordinance.
