OP here. Thanks all for your feedback. This Toyota Highlander was driving at excessive speed and weaving in and out of lanes recklessly.
There is a LED sign that told him to slow down--and flashed his rate of speed at him.
Guess we just can't fix Stupid, can we?
By the way, if anyone decides to report something like this--do it online. If you call the police, the call is recorded and perp can listen to it. Just a little thing I learned.

I would , and I have. One time we had kids doing daredevil motorcycle stunts on the 101 here in California. Jumping in front of cars, skittering in and out. Everyone was on phones. Later we saw one of them pulled over about a mile up road

Well the story changed a bit.
First the driver cut off the OP. Then he stopped at a red light so apparently he wasn't driving so fast
Now he was driving recklessly in and out of lanes. Still managed the red light.
Sounds like the OP was cut off and that's that.
To pull up next to him and take a picture? Of him sitting at a red light??
No, I would not report him.
As others stated how many times have we been cut off, slammed on brakes, etc
I don't know any drivers story. What he/she is thinking, responding to, whatever.
Driving up on a curb, passing a stopped school bus with flashing red lights, causing an accident while not stopping etc. are one thing.
Being cut off is not.

Nowadays you have to be very careful...that reckless driver could have a loaded gun at the ready and will take aim.
We had such a young fellow who go out of his car at a light, slammed the door and started toward us angry that we beeped the horn at him. As he came towards us, the light changed and everybody beeped at him to get a move on.
