Windows Explorer Directory Question

A friend of mine looked in his directory through Windows Explorer and found a folder labeled "tracing". How does that get put on the computer? Can it come from a virus or does a server administrator have to put it on? What kinds of information can be traced? When he clicks on the folder, there are 2 items that appear WPP media and the email provider he uses.
