Why oh Why do people give ratings for an item they have not tried yet???

I have noticed this several times that customers will receive an item and even before they use it, try it etc..they give it 2 stars or 3 stars. I recently purchased the TSV that was an electric grill and I was going back to check what others thought of it and someone gave it 3 stars but would come back later to give a review when they used it!!! There was only 2 reviews so far...one a 5 star and the 3 star. This makes the item look to others as if it is possibly not worth purchasing. Please please use an item before you review it. Has anyone else noticed this?
