Why is the cat (obsessively!) scratching in her litter box?

We're watching our son's cat at their house. The cat gets in the litter box in the morning and just keeps moving the litter around .... obsessively it seems.

Keeps jumping in and jumping out but not going to the bathroom.

She did it last night too.

Reminds me of turtles when they lay their eggs in the sand and just keep scooping and scooping.

She seems fine. The box is clean. Gets fresh new litter every day. Doesn't matter.....
