Why does QVC Collect My State's Sale tax but LL Bean DOES NOT???

I thought that if the business is based in your state then a company had to collect sales tax, but if it was not based in your state then it did not have to collect your state sales tax.

I do not live in a QVC based state (not even a QVC fulfillment state); neither do I live in LL Bean's state.
