Why do people... write like this... drives me CRAZY...

Why do some posters use tons of periods between thoughts in place of actual sentences...where did they learn to write this way, and is it a style thing... I am absolutely baffled and confused ...UNLESS it is because they don't normally express themselves in writing and they actually don't know better...then I'm sorry I said anything...{#emotions_dlg.ohmy}
