Why do emails start off with "FREE SHIPPING".....

then you open the email and it says on a purchase of $50 or $75 or $100 etc.... what a joke

It is a sales tactic because apparently shipping charges are a  big deal for some people.  If a $99 item cosrs $7 to ship, they balk at buying it.  But if a $114 item comes with free shipping, they feel like they are getting a deal so they are more likely to buy it. In the scenario you mentioned, they want  to use the free shipping to get shoppers to add that extra item to their order for that....free shipping.  Shipping is never never never free. It's already been factored into the price of the article.  Shipping charges only become a factor for me when I'm buying something that is inexpensive or on clearance.  One time, I was about to order a tee from some catalog, it a sale item that costs about $15.  Shipping would have been $6.99.  Almost half the price of the shirt....I passed on that.
