Why did the safety net go unused?

Okay maybe I am slow to see this but I just saw this report on ABC.com.


If so many were concerned about his disruptive and threatening behaviour in class so much so that they expelled him and sent home a letter than why didn't someone take advantage of this safety net?

Maybe it would have made a difference?

Wish I knew the answer to this mess.
