Because Harry is not expected to be King.  The bride might choose a bridal tiara, but it is my understanding the Queen would have to approve the wearing of any royal tiara.

I heard she is not permitted to wear a tiara.  I also heard (e news reports/they are there) that the queen would never tell someone what to wear or not wear.   ?   who knows.

Andrew and Edwards wives were gifted their tiaras; Meghan will have to receive hers as a gift, or receive permission from the Queen to wear a royal tiara.

So - the Spencer Tiara is NOT a royal tiara -it is owned by the Spencer family - not the queen or any other "Royal".
