After reading the initial post, this really isn't a question what would someone had done but rather a story, a saga really about a dumb man, a horrid family and an innocent puppy.

They are irresponsible...what did they think would happen with an unsupervised puppy?

 

And they are idiots for saying the puppy bit someone to dodge their responsibility to this dog.

 

They could have listed the puppy and someone would have stepped up, they took the easy way for them and sadly the pup will pay.
