What would you do if your neighbor....

in a subdivision got roosters and hens? And every morning around 5:20 am you are awakened by "c*ck-a-doodle-doooo." And it continues thought the entire day & evening. I am pretty sure farm animals aren't permitted but not sure what to do about it. I don't want to be bad neighbor and turn her in but it's getting very annoying. I took 3 vacation days and planned to sleep in- so much for that! They also run loose most of the day & she pens them up at night. This is great if you're out in the country but not in a subdivision with so many neighbors nearby. What's your opinion?
