Maybe attempt to change it to black and white then manipulate contrast/light and dark to see if it might be a little bit easier to read....Maybe.

Somehow .... I can picture him at Olive Garden.  Maybe, because we just ate there lol.  Maybe ..You can donate him, get a free meal and visiting rights.

I love a good mystery. 

 

What about contacting an art historian?  I googled "Velasquez expert" and found the name of Jonathan Brown. He might be able to give you some direction for finding sources. 

 

How good is your Spanish? 🙂  I believe the original of "The Drunkard" hangs in The Prado in Madrid.  Their staff may be a resource.   If it were me, I would send them an email with photos.  They may know something.   

 

A couple of years ago, I wrote the Smithsonian and received a very nice answer to my question!

Smiley LOL  Now there is the perfect solution!

 

I'm in agreement that the guy is weird and scarey-looking. I would try to sell it on Craigslist. If there are no takers, donate it to a charity thrift shop. It's a poor copy of a famous painting. Can't imagine anyone would want this unless they truly loved it.

Seems to be if it was worth anything at all, the experts you have contacted would have jumped all over it.  If it would beme, I would have it auctioned off and proceeds would go to my favorite charity.  Good luck with what ever you do.
