What should I have done? (Etiquette question)

We went to a very good pizza restaurant for supper on Wednesday night. We had some family issues that we were to be discussed, so we took a table toward the back of the room. It was busy, but not crowded. Ddil and I noticed immediately that the table was filthy, and there were some signs that a baby or babies were there before us. We waited for someone to wipe up the table- no one came so DH and DS went to order, and ask that the table be cleaned up. Waiter comes with dry cloth, slides it over table, doesn't even touch DDIL's and my side. I have now tried to wipe the table TWICE with paper napkins, and each time, the napkin has picked up table dirt. I go and ask for a wet towel so I can wipe the table myself, and the waiter, who is standing there, gives me flack because "he already did it". When I wipe the table myself, the towel, which is now wet, removes the dirt. Our meal comes, food is very good, I feel bad, but not wrong, about the way I handled the situation. What would you have done?
