huh what do you suggest, she get rid of her dog? Maybe he is part of her family.
Dogs bark, that's what they do.
if she didn't care she wouldn't be getting a fence to block his view.

It wouldn't bother me if a dog only barked occasionally when someone was passing by but some people have dogs that bark at night and seem to sleep right thru it. A fence isn't going to stop your neighbors from hearing your dog. Is your dog going to start barking when someone goes to work early? I've already walked down the street to let someone know I would report their dog if they didn't stop. And I know other people have complained about dogs where I live.
I strongly believe in fences but don't think a dog should be barking all the time either.

Ya know. I have dogs , they bark. My neighbors have kids, they scream and yell. My other neighbors have loud cars....it goes on and on. The point is, if you live in a neighborhood, you can not expect total silence. It's give and take.

Since the O/P's dog is barking so frequently, it isn't serving as a watch dog and I would think that the O/P wouldn't know if the dog is barking to serve as a warning. How unsettling!
If the dog is "part of the family" as someone said, it should behave as a family member. You wouldn't allow your child to scream frequently, would you? So why would you allow your dog to bark frequently. As JLF posted above, the dog should be trained!

I think it is great your putting so much thought into your neigbors feelings, i have three dogs,one is a barker, i got a bark collar ,for my barker,it works,she rarely needs it now.

So if my dog barks a few times a day, they can deal with it.

I don't consider a dog who barks a few times a day a barker. I'm sorry if you live next to a daycare because I think that would be a nuisance just with the extra traffic.
