I bet there will be a snow storm in hell before the OP asks again for advice here.

 

Some posters do love to hear themselves talk.

 

We've had dogs we called barkers but that did not mean they barked 24 hours a day.

 

I prefer a barking dog to my neighbor's 10 cats that scale our fence and defecate in our garden.

I have a cure for that muttmom! We had the same problem. We have a high fence around the garden but neighbors cats continued to use it as their catbox...and like it especially because our dogs were fenced out so they could tease them all the more! Get this item and no more cat problem...or deer either. Amazon has it. Works on unwanted visitors too if you aim it just right!

IMO there's no proper fence etiquette. I can't imagaine not having a tall wood fence, block wall etc. As long as you get proper permits (not sure if you even need them for a wood one), and keep the fence on your property lines.  I don't care for my neighbors to see me, or me too see them. I have a tall block wall.  I would tell my neigbor that I was putting a fence up. A fence wont block bark noise, but your dogs won't see eveything to give it a reason to bark all the time.
