I'm in Phoenix. Dogs must always be leashed if they are outside the owners yard. I agree with those who said that the matting is only one of the problems. I'd call the local Humane Society and ask them what they think is the right thing to do. If the dog looks like a mess and is out roaming alone, it's only a matter of time before it either gets picked up (hopefully by the humane society) or gets injured.

If the mother is on government assistance and can't afford grooming for this poor dog, she probably she can't provide the shots and vet care.
Matted fur can cause skin infections and is very painful for the dog.
I would feel obligated to contact animal welfare in my area, to check on this poor dog and his lack of treatment to determine if he should be removed from that home and adopted to a loving family who can also afford to take care of his medical/grooming needs.

So, you don't like the family because they are poor and have issues. The dog needs help but you won't help because you don't like the family. So, your solution is to make trouble for them? Not to say that a dog in need of grooming even comes close to animal abuse. This being the season of good will, I'd probably discuss the situation with my own vet and ask him (or her) if she could offer discount to the family for the shots and then the grooming and if he agreed, which I am 100% certain he would. I'd foot the bill. It would be my Christmas present to that little boy and the dog he loves. But....that's just me.

@chrystaltree, the PD will ntify the ACO immediately unless more severe abuse is deteermined. Animal abuse is a crime, at least in my state, so the PD must get involved.

I was a groomer for 35 yrs. If a dog is severely matted, please do not attempt to cut the mats out with a scissor. I can’t even tell you how many dogs have had their skin cut from owners trying to cut mats out with a scissor, some pretty deep.
