She'll be in an apartment this year.  Gated/security.  From our understanding all packages/deliveries go to front office and the office notifies resident.  I'm thinking that may make it complicated?  I've tried reaching out to Walmart in the state we live in and the state she goes to school in and really get no concrete information.

In my apartment complex, packages are typically left on a bench in the lobby for the residents to pick up. It's a secure building with cameras monitoring the bench, so it's relatively safe. For my Walmart+ grocery deliveries, I tend to meet them at the lobby door or in the parking lot. It makes life easier for them and their tracking tells me when they're coming.

Would my daughter be able to select a date and time to be present for delivery?

They give you a choice of delivery windows for a delivery. It might be noon to two, or one to three.
