There are countless dogs in my neighborhood and along the walking path I follow. They're all fenced in or on leashes, thank goodness.
Years ago, a neighbor let their pit bull run free. The police had so many complaints that they moved. They even went house to house for information. I was relieved when they moved.
I may get flamed, but there are certain breeds that are scarier than others. I would be afraid to encounter a Pit, Mastiff, or Rottie.

@JeanLouiseFinch - I walk in the early morning as well. There are a couple of people here who walk their dog off lease which of course is against the rules. Then there is another one who has an untrained dog on a leash but not holding the leash tightly.
I do carry a pepper spray should I need it. I wouldn't spray the dog but would spray it close.
It's the old saying, Rules for Thee, but not for me - some of these people are downright rude.
I can't even tell you how many times dogs have come running at me - not the dogs fault, but that of the owner.
