If you used PayPal as your method of payment anywhere and received a damaged item or never received it at all, then PP guarantees your purchase 100%. But you first have to deal with the seller and if there is a problem with that part then you have the right to escalate it via the PP process of refunds.

I bought a pair of shoes from a seller somewhere in Asia, Hong Kong perhaps. It was PayPal transaction but not eBay. I never got the shoes; the were still "pending shipment" a year after I ordered them. PayPal came through like a champ and got my money. I always use them if they're an option for payment.

I don't see a problem. If it was supposed to get to you between the 18th and the 31st, and it will arrive on the 31st, that's within the promised timeframe. You may want it sooner, but the seller has done nothing wrong.
It's up to you if you don't want to ever buy from her again, but writing a bad review is not appropriate.

A lot of people use eBay as their livelihood. Many sellers and eBay itself don't take kindly to buyers who make false complaints.
OP ordered two items at the same time from two different vendors. One item arrived faster than the other and the OP was trying to reach the other vendor to find out where the item and couldn't reach the vendor at the time of the first post. It looks like the negative review will be payback which is unfair to the vendor because the item will be received within the alloted time frame.

OP is wrong for leaving this seller a negative review when the item has shipped, and due to arrive in the time frame as stated. I hope Ebay removes it.
