Yes, even a disconnected cell phone can be used to call 911.   I have seen many reminders for parents to remove the batteries if they are going to give their old phones to children to play with.

All that’s been said is that the 17 year old female got out of the house and used a (disconnected) cell phone to call 911.   From what I read, she did not have contact with any neighbors.    


 

 

Thanks for explaining that @RedTop.  I had wondered what happened.  I didn't know you could call 911 on a disconnected cell phone.


@NickNack, many shelters for abused women accept donated cell phones so the women can have access to 911 at all times.
