We were at Tybee several years ago, and frankly, we were not favorably impressed. The beach seemed dirty and there wasn't much to do in the area. However, Savannah is lovely and charming, with beautiful old-fashioned architecture, shopping, and restaurants. We stayed in the River Street area. Savannah would be beautiful in May with all the flowers blooming, and not terribly hot yet. I'd definitely recommend it for a short trip.

We drove thru on our way to Uncle Bubba's restaurant, looked like a typical beach town to me. Hilton Head is much, much nicer.

Tybee Island is not on the way to anything else, it is a destination island area. Maybe you are thinking of someplace else.

Kind of a low-key beach area near Savannah. A few nice shops, galleries, and restaurants, a lighthouse, and lots of cozy/funky beach homes and older motels. There's a fun seafood restaurant called The Crab Shack on the river as you cross over from the mainland to Tybee. Not a polished resort area, but kind of a fun/funky place to kick back and relax for a day or two. A few hours' drive from Atlanta and easy access to Savannah attractions and other Georgia islands and coastal areas.
