It's kind of how I feel unless there was something in there that's not supposed to be thrown in with the regular trash.
We have one neighbor that generates an enormous amount of trash, it overflows the 96 gallon tote and there are times when there are extra bags on the ground. He's a jerk, thinks he's the mayor of the street and it surprises me that he hasn't tried putting it in someone elses can.
He will park his car for weeks on end, without moving it, in front of any house but his own and leave it there until someone goes and knocks on the door to tell him to move it.

Where I live, you are allowed to put out your recyclable and your trash cans out the night before pickup, but they need to be back in your garage or in the backyard or whereve you keep them, but they can not be left out after pickup. I believe you have 24 hours from pickup to move them back. It helps keep the neighborhood looking clean and keeps rodents away!
I wonder what she was putting your trash, that she couldn't put in her own? very strange!

How does she know that specific bag was leaking? Did she go out and pull it out to inspect it in her pj's?

Why does this woman put her trash in others' trash bins anyway? Does she not have her own?
And why would she actually walk across the street to dump her trash in anyone else's trash cans, dumpster whatever????

How about buying her a trash can and taking over to her and saying...............since I have seen you putting your trash in others trash cans, I thought I would help you out here is your very own trash can. Have a great day.

Personally I would let it go. Around here our recyclables get picked up every 2 weeks. Sometimes people put theirs out the day after they get picked up so they are out for another 2 weeks. Then the wind picks up and they end up in my yard or my neighbors. I pick it up and put it in my can. My neighbor will pick it up in his yard and set it by my can thinking it came from me which it did not. I just put it in my can and go on with my day. We have been neighbors for over 25 years and they are really great people.

Leaving trash cans in sight other than on pick-up day is against our city's regulations. In fact, you must put them out of sight. I am very appreciative of that regulation. @Anonymous032819
@suzyQ3 , same here. Our bins go to the curb and get emptied up on Wednesday. After they are emptied, either DH or I take them back up to the house.
Even if it wasn't against city regulations, I would never leave my trash can out at my curb because that looks horrible and I certainly wouldn't want people walking up to my house to put their trash in my bins.

I think it's just a supposition that the neighbor's trash bag was leaking and OP might have to rinse out her can afterwards. She didn't say that she actually had to after the garbage was picked up.

@CrazyDaisy , she doesn't. Later in this thread the OP made a comment about not wanting that neighbor's "leaky trash bags" in her bin. The OP has no idea whether the bag was leaky or not.
