A new report revealed that Ngoy, who gave his address as Philadelphia-based homeless shelter the Broad Street Ministry, is a Congolese national present in the US illegally. 

 

He entered the US on a student visa in 2012, but remained after the visa was terminated in 2015 and was protected from deportation by the immigration system despite multiple convictions as recent as this May.  

 

Court records show that Ngoy had multiple arrests dating back to 2015 and two misdemeanor convictions, one for controlled substances and one for sexual abuse.

 

He pleaded guilty to the sex charge in 2017 in Washington DC and was sentenced to 120 days in jail, and was then placed in immigration detention in January 2018.

 

However, Ngoy was never deported, because an immigration judge granted him a 'withholding of removal' in March 2019, after an appeals board found that his sex crime was not a 'serious crime' that made him eligible for removal. 

 

Since then, Ngoy, has been free and required only to check in periodically with Immigration and Customs Enforcement under an order of supervision. 

 

Nevertheless, he was arrested twice more in the past year, both for disorderly conduct, once in January 2020 and again just this May..

deport him ,  should have been deported to begin with !  Although that won't bring him to justice here .   I fear we may be dealing with more of these types of crimes in these types of cities.  This women needs to sue the federal government

The scumbag should not even be in the US. He had an expired student visa and was allowed to stay by some judge who really couldn't care less. I hope the ten people who stood by and watched this woman be attacked and filmed it, no less, are all charged with failure to render aid...there are such laws regarding children in cases of abuse, but surely a decent law enforcement dept can find some way to hold them responsible. This is one of the most disgusting things I have ever heard of. I hope those people can't sleep at night knowing what they allowed to happen to that poor woman.

All rapists say it was consensual. And if she was drunk, what does it matter? She didn't deserve to be attacked and ten people could have saved her.

@Duckncover I agree ,  I can't imagine how they can live with themselves must be people with no character or goodness in them At all ,  and to then film this disgusting violent act is beyond being  human being to me !!!  They need to be prosecuted.

It was on the news this morning that there are no laws in Pennsylvania that the onlookers could be charged with anything.

I'm still amazed that so many people are upset that other people didn't intervene, but very few are upset that the rapist was here in the first place - and had his deportation order revoked because his previous sexual assault conviction was "insufficient" to send him back (when, again, he was here illegally in the first place - so even committing further crimes still isn't enough to deny him the "right" to be here.)

 

With this prevailing mentality, I can only imagine the fate of an onlooker who might have tried to stop him and injured him.  THAT person would probably be in jail now.

It does upset me terribly that no one helped.  Imagine this woman's horror of knowing that she was being victimized by all present.  The man on top of her and those who did nothing to save her from him.

 

I can't imagine what was going on in her mind about that aspect.

 

You stay in crowds and out of dark alleys.  You want to be around people and not alone in places.  Safety in numbers. 

 

But, here she was sitting amongst people in a lit up place and this guy is raping her and only she can fend for herself.

 

I do have to wonder why she didn't call 911 as I'm sure she had a phone. 

 

I hope she didn't feel she didn't have any self worth. 

 

Because these people that allowed this to go on until the Septa personnell came aboard the car might have made her feel she wasn't worth saving.  

 

They could have stopped this!  Long before.  Even the police indicated that.

 

No this guy is filth.  Whether he was born here or was here illegally.  Hopefully, they charge him and punish him with prison here and then they can deport him.  If they deport him, and I have no idea about the country he came from, they may let him go and he would just be the vulture he is and harm women and/or children in that country.  He needs to be punished.
