OP, this very exact thing has happened to me a number of times. I wonder if they are pressured to make all deliveries, and sometimes just can't do it, so they lie about it and hope to make it up the next day. I call their stupid 800 number right away and report it, but as you can guess, it's a bite out of your time, and they don't do anything about it. You never get any feedback or results. It is a union shop.

Unless the sender designates that the package has to be signed for, there is no rule against leaving the package on a porch, etc. They also don't work until their truck is empty. That isn't always possible. If a package must be signed for and the receiver isn't home, they leave a form on the door and take the package back with them.
I really am not a UPS fan and I request things come to me via USPS if they can. Every package I ever get from UPS looks like they ran it over with the truck before they set it on my porch. Packages/boxes are filthy, broken open, holes in the box, etc.
My UPS driver also isn't careful about paying attention to what street he is on delivering packages. In my development, all the streets have the same house numbers on each one. Many times the driver delivers my packages to a street behind me with the same house number and I get their packages. We used to just deliver them ourselves and then decided UPS needed to be notified so they knew this was happening and the driver would be more careful. They scan in that the package was delivered and left on the porch (or wherever they leave it) and that might be the case but it doesn't mean they left it at the right house.
* It may depend on where you live. They do here.
But that is impossible. Not all deliveries can be made because people aren't home, signatures are required, etc.

I received two of my three Royal Palace rugs via UPS today. One of the 'bags' was completely opened and the interior plastic as well. I guess whoever really wanted to see how they felt! The third piece is still a day away.
Funny thing is the two pieces I ordered in the same order, a runner & oval, didn't come together. The runner and the rectangle rug that I went back and ordered several hours later came together and the oval should get here tomorrow. The shipment notification email was all in one though.
