Tips on brushing my dog's teeth

His breath is atrocious and he is very uncooperative. He will absolutely not let me brush his teeth. I don't even want to brush them, I just want to put some of that Petzlife gel on them to help with tartar control. Directions say you cannot give anything to eat or drink after applying the gel, so giving a treat is out. He is more than 17 years old so having his teeth cleaned too often is not an option

Anyone have any suggestions? I am getting frustrated because I just want to improve his breath and his health, but he just doesn't get it.
