The world is their ashtray?

Driving behind someone today, as they flicked their cigarette butt out the window, I was reminded of one of my pet peeves.They wouldn't toss other litter out the window, yet that's exactly what they are doing! Just who is supposed to clean up after them, the cigarette butt police? We see this everywhere, outside of office buildings, movie theaters, shopping centers, everywhere! Of course there are some responsible smokers, I'm not targeting everyone, just those who seem to believe the world is their ashtray. Ok, now I've vented, and unfortunately everything will be the same.
