Abandonment is a misdemeanor with less serious punishment.
Is it possible the guy did not understand that the area he tied up the dog in would flood? People are stupid.

I wonder why he didn't just take the dog with him, idiot.

I guess you have to forgive people for their ignorance and stupidity. They were born on earth just like you and me except with some 'deficits'.

Nope, I don't forgive that kind of "stupidity". If you're that "stupid", don't get an animal in the first place. Any kind of animal.

Soooo...how did he think the dog would be able to eat and drink fresh water? How long did he "plan" to leave him for?
I think the only reason he came forward is because he saw the news coverage and decided he'd get away with feigning "stupidity". That he was going to "come back" when the hurricane was over.
Nope, not buying it. He's trying to save himself from a fine and/or prison sentence by pretending everyone misunderstood his intentions. He knew they'd find out who he was sooner or later, so he showed up claiming he always meant to come back.

Yes, the man did the wrong thing by leaving the dog behind. He deserves the punishment he has coming. But we don't know the whole story... how or why he got the dog to begin with. I'm not assuming anything.

I am an animal lover as many others . Why did he tie his dog up ? The dog as many others do not need to be tied up . These animals become part of our family . I have said enough . God is his judge now and always .

I looked at that photo again and suddenly realized that the dog couldn't even lay down without drowning or choking to death. He had to stand there, terrified. Thank God that trooper saw him and rescued him.

Evil incarnate monster! He knew exactly what he was doing, and needs to be prosecuted to the fullest extent of the law then add on extra time. Making excuses for this piece of garbage makes my blood boil. There's NO excuse for abuse!!
