I bet they knew all the time too.........keep this in your back pocket: If the owners give you trouble or even stall too long call & talk to a local TV news community interest person or get on Facebook & Twitter with the problem and light a fire under the owners.

Good grief, Ford, after everything you've gone through, I am speechless.
Actually, I'm not totally speechless. I think you are doing right by starting off "amicably" with the manager. I'm sure a few well-placed statements of how both you and your daughter are susceptible to serious illness due to this problem that has apparently existed for quite some time might indicate to them that you will not back down until it is fixed according to health code requirements, and fixed quickly.
Start out assuming they will fix it in accordance with code in good faith. You can continue to ratchet up the pressure if they appear they won't take quick action or just want to caulk over it. I believe that these places MUST provide a non-toxic environment to their tenants. If it's proven that they've KNOWN about this issue and have been hiding it from their tenants, they are in for a potentially huge liability.
I would still contact the Health Board on this to let them know what you are facing. Get their input and advice. If this apartment building or owner has had other complaints of a similar nature lodged against them, the history will show up.
Best wishes to you. I will be following this closely and with great interest if you post updates, although I may not post further comments. I think there are many agencies out there that will help you deal with this. You shouldn't have to put out a dime, and could be compensated for alternative living expenses or other related out-of-pocket expenses depending on how this moves forward.

I plan to take it step by step and record and photograph everything. Of course I risk the threat that they will not renew my lease next year due to me being a ""troublemaker.""
It always amazes me that the perpetrators of any kind of ruse or scam or crime always blame the victim.
The guy is here now telling us it's mildew. My daughter showed him where there is a lake of water under the back of the tub. We took photos of it.

He is sending a plumber tomorrow to analyze the lake under the tub. He said it was dry until my daughter showed him the water. We took photos. I can see he is getting frustrated. He has already admitted it hasn't been cleaned properly in a long time.

Well, nothing comes easy for us, that's for sure. I will get this taken care of and hopefully nothing else will happen. I know they are aware that I am not an easy target by now. But I'd rather be a PIA at the very beginning than let them walk all over me. I was never good at being a victim, especially of people who take advantage.
I paid everything up front and not only on time, but ahead of time. I pay my rent two weeks early, I do my part and I expect others to do theirs. I don't care about being popular, especially when the stakes are high, as they are in this case. It's not as though it's something that's just cosmetic. It's our health.

I'd start looking around for a new apartment. Just look at the various shower stalls, bathtubs, making sure that they are all inclusive (all in one fiberglass material, not tiled). That way, give them notice a couple of months ahead of time of your year's lease, and move to an apt. with the single fiberglass shower interior. No place for mold to grow, etc. That's probably your safest bet. Lots of good luck, and hopefully the mold you see isn't the bad type of mold, which will be a great relief.

If you like the place and want to stay, I would tread lightly with trying to expose the apartment complex on Twitter, Facebook, local news or social media. Hopefully they will fix the issue and not just put a bandage on it but I think for now it's best to stay on good terms with everyone.

I think that's what she has now? A fiberglass insert? Water can get in behind the insert causing mold to grow. That's why the maintenance man keeps caulking it.

Better not to post to FB or anywhere else for now. I heard something about lawsuits, etc. First give the owner/manager a chance to fix/remedy everything.
