A Chinese paper yoyo! My 11 month old girl loves this more than anything... I think she could play with it all day. And my 17 year old girl also likes it, just a lot less forceful, LOL.

All you have to do is get comfortable in a chair and flick it out for them to try to hit or catch. We've gone through several already... luckily, they sell in packs of about 12 at your local party store and other places. They're considered a kid's toy.
