Not pertaining to Football, what does this expression mean?  I tried to look for definitions on line but was still confused by it.

IMO - when not applied to football or any sport - that it is best to be proactive before something gets out of hand. In other words be prepared.  

In sports a good offense has a lot of points scored so even when the defense is weak there are so many points scored that they win anyway.

'Good offense' sounds like an oxymoron.

I think it is an expression people can manipulate to prove their position on something is correct.  (Yes, I mean political.)

Isn't the phrase the other way around?    The best offense is a good defense?

Someone breaks into your home, you shoot them before they can shoot you. If you are dead it's too late for a defense.
