Not sure of this, but will give it a shot. I read it as Car A(the OP) as driving, say South, and Car B going North.
She, Car A is signaling to make a right turn and Car B, is driving South, making a Left Turn, and trying to beat her to the same turn roadway.
There are few of these types of things in my regular drive from home to gain access to an Interstate Highway a few miles from our home.
I am heading south and turning right to get onto the entrance ramp to the Interstate. There is a Left Turn lane for the cars going South, they too want to access the same entrance ramp. If I have my right turn signal on too soon? That car turning Left cuts right in front of me to get onto that entrance ramp.
I have the Right-of-way because the Left Turning vehicles has to yield to "oncoming traffic". What if I was going straight? I now turn my signal on closer to the entrance ramp if I see some turning left to get onto the ramp.
I think only @makena can answer that question precisely.

A dash cam is a good idea for anyone who drives. I got my husband one because he does a lot of driving for his job.
Many over-the-road truckers have them, because unscrupulous people will try to brake-check them and get $$$. With the dash cam, they can prove it was deliberate (there are videos on youtube of this).

I was reading on a chat board that I frequent the other day about a guy who has a dash cam & just also installed one facing out the back of his car to see what's coming up behind him. He posted some videos of how it looked & it was interesting.
