But You're absolutely right those little duck feet are just moving as fast as they can underneath and things are going as fast as they can behind the scenes. and I may have been cool in congressional hearings on the outside but I was pizzed off a lot of the time too you know and there was a question of trying to reign in those feelings and make sure that on the outside I was cool."

Seeing the entire exchange, I just don't see what the big deal is. This is not bizarre. It's adding a little humanity and levity to an interview.

Mr. Holder doesn't seem to be put off by it. He expounds on the analogy quite well.
