Telescope purchase

I am planning to buy a telescope for a gift for a 19 yr old man. I was looking on tasco.com and I see two that are in the price I want to spend (less than 200).

one is 200.00 - it says it is 114 X 500 the second is 150.00 - it says 70x800, I would think based on price that the first is better, but then when I look at the magnification the first one says 375X the second one says 600X.

Does anyone have knowledge on telescopes or a website I can vist
