Stray Spray

Anyone have any good ideas on keeping stray cats from spraying our deck and sliders?

I had the sliders open one day with the screen closed and this d--- cat sprayed through the screen onto my sheer curtains. I called the police since we have no animal control agents. They talked to the neighbor who supposedly "adopted" this thing, but he's still out and about doing his thing.

What can a person do?
