I think it has more to do with the quality of the employees than anything else. I worked in a state office. It seemed that the bad employees were kept on.... it took forever to fire them. There were so many steps to follow in the process to letting them go.
Some employees could do double the work that others did and they became the ones that were counted on to produce; the slackers were allowed to just get away with doing little to nothing. I found it a sad environment to work in.

I do believe that it all depends on which employee one gets, no matter whether private companies, public, etc., etc. I've run across 'this one and that one'..........There's always someone who is extremely conscientious. Sometimes you just have to hang up the phone, and start all over again in the afternoon, or the next day..........

DH and I (and also some other family members) have small amounts of unclaimed money held by the state of Pennsylvania. None of us have every bothered to claim it, because it is such a hassle. I wasn't even aware as long as your described.
In my instance, it is a small amount of a Disney stock dividend from my mother who passed in 1989. It took forever for Disney to turn it into the state as my Dad passed away in 1992, and I didn't start checking the list until probably around 1998. (And I even called Disney about it and never got a call back).
What I get riled at is these companies that hold the money for years before they turn it in. In my husband's situation it was for a telephone service deposit. I don't even think the telephone company tried to locate him. He had mail forwarding and they should have returned his deposit when he terminated his service.
And while I am on the subject of returning money. How about all those unused gift certificates and gift cards. I had heard that unless there is an expiration date, unused monies from those are to be turned in. But try and get it, that is another story. I had an $100 dollar gift card and the store gave me the run around and told me I had to go after the company that handled their gift card program, which I never could find.
Guess I'm on a roll today. I do agree it should not take as long as they are telling you. PA is pretty efficient with their drivers' registration and renewal programs. Guess these other programs are not high on their priority list.

This summer I had to replace a 2-week old new refrigerator from Sears. Before the second new refrigerator could be delivered, I had to get a college dorm refrigerator as our shore renter had a baby and needed a fridge.
Long story short, when I called the upper level Customer Service to get my credit as advised, I had to call 3 different reps. First one said I was only entitled to $ 20 and I asked him to read the file notes (he said the first rep was wrong); hung up and got a second rep--$60 due; hung up and got the third rep who got me a refund check for $20 over the original quoted refund.
This all took place within 30 minutes....!!!! Go figure !!!!

@Puppy Lips What a nasty comment. Thank you but I was an UNDERpaid state worker for 32 years and I and my co-workers worked very hard, often uncompensated, and took plenty of ****** from the public. There was no fooling around as we had a serious job to do and a responsibility to the public. You need to apologize for that comment.

Back in September I called and requested important information concerning my finances. I needed this info to meet with my financial planner in Nov. In October I received a partial information packet with some of the data but not all that was needed so I called again. They were sorry for the confusion and said they'd send complete info in 2 weeks. It never came. Two days ago I called for a third time. Guy was sorry and said he'd send it right out.
Last night I went to the meeting with my financial guy and still didn't have the info I needed that I'd requested 2 months ago.

It hasn't been my week for dealing with the government either. I ordered Christmas stamps online that were never delivered; found out who has the worst automated phone system ever, but after speaking with 3 people, am hopeful my stamps are finally on the way.
Next incident, we asked my husband's doctor for the results of his last test, only to learn there were no results in the computer. The doctor read us the notes entered by a departmental employee which were not correct, and essentially they had confused my husband with another patient, and lost his test results. Therefore, we had to make another trip to the VA, to redo this test.
I also called my Toyota dealership to schedule my Highlander for service. My call was answered promptly by the switchboard, but was never answered in the service dept. I called back and asked the operator to try the service department again. After a dozen rings, the operator says she's having problems getting calls thru, but she's going to try another extension. One ring and I'm speaking with the parts department. I explain what I am trying to do, and the man says he just saw one of the service techs walk back to his desk, so he will transfer me over to him. Two rings and a female voice says "Service Dept", so I state my interest in making an appointment for my Toyota. The female then says, "and you want the Chevrolet dealership to service your Toyota?" I had been transferred to a totally different building on the property! It took 4 tries to actually talk to a service tech in the Toyota garage to get my service scheduled!

AGREE! Many of them are basically useless.

OP, you are seeing just how inefficient our governments are at every level. When people complain about government it isn't just at the federal level, but at state and local agencies as well.
And you are so right. We were told, starting in the 1970's that the technology was going to streamline things, make things faster and easier. I guess we are still waiting.
And the dr.'s office thing, I have the same problem with my primary care physician. He's ok, but the staff is so incompetent. I'm currently looking for another office, not because of him but because of his staff, as it is starting to worry me. Once they even had another person's papers in my file. That could be very dangerous.
