No. This is a perfect example of when something should be "one and done" in my opinion. While I am a big believer in recycling whenever you can, certain things are best at being disposable.....i.e. toilet paper, diapers whether Pampers or Depends, Tampax & Kotex, Kleenex.
While the men in my family do carry a handkerchief, tissues are used for a cold. And I know some young mothers like to go with cloth diapers like many years ago, I still prefer disposable. We do have a bidet in one of our bathrooms, but still use the once hard to get toilet paper, too.
Many moons ago while staying for a month's vacation in a country in South America, we did have to do the toilet paper in the trash can routine. They did have a bidet. And yes, come to think of it, the can wasn't lined. Don't know how it is there now, though. But as they say, "When in Rome..."

on a more serious note regarding this topic......
if you have ever had to care for someone temporarily or permanently that could not get out of bed to use a regular toilet, toilet paper doesnt cut it in that situation. it is much easier to get them clean with some type of a soft cloth.....it is also more gentle and warm water can be used.

Admittedly, I travled to places like Italy, Belgium, France, Switzerland, etc.
I have friends and family there who have traveled even more extensively than I did (including countries in Asia) and not one of them has ever mentioned anything like this.
But could you tell me what countries this happens in? In a wicker waste basket with no liner? How hygienic is that?
have definitely experienced this in europe and in the middle east throughout the years. plumbing has not been upgraded or cannot be upgraded, especially in older cities and villages
