In many countries where a bidet is common, a dry cloth is used to dry yourself. These " towels" are washed and reused.
I think that is what this TP is for. I can't imagine walking around with a wet bottom from the bidet, and real paper TP would fall apart/stick if used to dry your bottom....
In most of Europe and Asia, you put your used paper TP in a wicker waste basket with no liner.
You cannot flush the paper because their plumbing is old and the plumbing can't handle the paper.
I'd advise some people not to travel abroad.
