I was wondering: Can a contributor be downgraded for inactivity? For example, can a "Regular" Contributor become a "Sporadic" Contributor?!

Right now I am a Super Contributor, whatever that means.  I really would like to know the criterion for the various labels, and why labels are even needed.  Does anyone know?
