To answer your question, I think it is about the coupon HSN offered and conflicts with their policy.

 

 

Other sites do have higher cash back amounts than Rakuten, but I've had so many problems with them, especially Top Cash Back that I stick with Rakuten.  I've never had anything not show up.  They also have Grubhub and Instacart which we use frequently.  
They don't keep your money until you get to a certain amount.  They do keep it for the quarter and then you get a nice amount--I get it credited to PayPal.  Don't have to do anything.  It could be $5.00 which is the minimum with no maximum so you're never in limbo.  


 


I have about $3.00 that has been sitting on Rakuten because I need to get  more money or they just hold onto it. It isn't alot but with Topcashback and Befrugal, they don't do that. I haven't had any problems with Topcashback or Befrugal. I find that before you go to your shopping site, you must make sure all your browser windows are closed before shopping. You go to Topcashback, choose your shopping site, hit the button that takes you to the site. Apparently, if you don't close all your browser windows, there could be an interference in getting it to record. By using this method, it has never failed to register my shopping trip. This has been my experience.

Another perk with Top Cashback is that often they offer an extra bonus rebate on a $15 purchase, you will get an addl 2.50 to 3.00 back.

I have never tried that one. My preference is whoever is giving me the most back of my hard earned money. Perhaps it is Ibotta and I dont know it!!!
