When in the cloud it will be able to be downloaded to any of your devices. You can go to Manage your Kindle to send again if you want.

The only items stored on the cloud is either ones you've removed from your Kindle or directly downloaded to your Kindle. It does NOT keep anything else. So, if you download directly to your Kindle and keep it there, it's not accessible through the cloud. But, since Amazon keeps a record of what you purchase, you can always download the book again directly through Amazon itself.
