I believe that you should always absolutely tip.  Even if the service is required by law, your action will undoubtedly be greatly appreciated by the recipient. 

 

If they choose to refuse it, that's their decision.

Just had another thought about this - what would you think if you traveled to a country where tips were expected at every turn?

 

Also, is this attitude of expectation really what we want to foster?
