Question about EBay!

Hi! I know nothing about eBay, but am interested in something. Seems it isn't up for auction. So those people just have a price and that's it right??

Is there any harm if I write to them and ask for a deal on shipping or if I give them a big enough order that I get a discounted price. Or is that Not Good??

Sorry if this has been asked a hundred times already. LOL!!
