@lovesrecessif they continue to make themselves unavailable and you never run into them at the grocery store, then I think shining a bright light into their house needs to be reciprocated as an educational tool. There doesn't seem like there's any other way if they are unwilling to communicate and you don't want to call law enforcement.

MYOB that is what I do. My neighbors light shines in my bedroom window. I need a dark room to sleep. But they work late at night & some leave very early in the morning (3 adults) so I don't blame them wanting to see if anyone is lurking around and for them to see in bad winter weather. I figure it is security for my place too no dark place for someone to hide. In the winter they have 3 bright lights on all night at the half way house on the hill above me & it shines in my living room.

Everyone has different pain level to bright light and it may just be possible that it is causing pain to the OP and her husband.

People complain about an HOA...I'm glad that I live in one. Something like this wouldn't be tolerated.

IMO a card with a note would the a good first course of action. Maybe add that you would like to meet them since they are new to the neighborhood. Include your phone # should they want to call. Also ask if the light could be angled in a different direction and explain why.
Should none of that work, I would find out about ordinances in your town, especially regarding flood lights, height, etc. before you take any other action.
Good Luck. I remember before we purchased the house we are in now, our realtor told me the lady next door approached her about a flood light on our side of the house. She claimed it was shining in her guest bedroom. I think the realtor changed the direction. Funny thing is - since I have lived here, no one has ever used that room, lol.
Then one night she was outside late at night and annoyed the house across the street and on a diagonal from her had motion sensors on his garage. She claimed they were keeping her awake by shining through her glass block window in her bathroom. Really? Put a blind up, lol.

I would avoid shining a bright light on these neighbors as ******-for-tat. If anyone has watched Investigation Discovery, it can turn ugly pretty fast. They have a series called Deadly Neighbors, or something similar....and the outcome is never good. You sound like a very reasonable person....I'd write a nice non-accusatory note and perhaps tape it to their front door if they don't answer the door. As someone here said, make it sound like they're probably not aware how bright the light is and that it's shining on your home.
I'm sure it might be hard to ignore the light, but sometimes that's the best road to take, especially if they don't want to talk with you and they're not violating any code restrictions. Good luck to you!
