Maybe some of you teachers can help me understand this. The HHS evaluation of Head Start says it isn't accomplishing what they want:

So the answer is what? To start yet another program with the same goals of improving pre schoolers ability to succeed in school?
If they actually know what to do, why don't they just do it?
It looks like, from the report, that they want to blame the failures on the states and the "fragmented approach?"
So does that mean that the new program will be run by the Feds? Will this new program end Head Start then so we don't continue spending money on a failed program?
And if the answer is a Federal program, does this mean that public schools should be run by the Feds too - since I guess you could also argue that the State-run "fragmented approach" is the reason for the low reading/math scores and abysmal graduation rates?
