We lived in Pairs in the late 60's and the air was bad then as per my parents. I lived there in the 80's was miserable due to the poor quality of air and then went back as part of a vacation in 2008...wound up in hospital due to my asthma. Could NOT control it while there. Headed out to Provence and was fine. A large part of it is the location of the city, the number of people, cars, etc in a small area, the weather itself and global issues.
Any major city is going to have issues; some more than others. I will say the fact that people smoke everywhere in Paris does not help the situation if you have any type of respiratory issue; there is no escape.
