Yikes, didn't mean to ruffle your feathers.
Just commenting.
And, yet, somehow, I knew it would devolve into THAT.
Everyone have a bountiful day!

This topic appears to me to be about "food waste". If so, not sure where I would start, but I know it would not be with the "title of your thread".

I can’t imagine paying that much attention to other people and their plates much less judging them

I think it goes back to the way you were raised. We would never be so bold as to take more than we could eat for fear we would be chastised for it. From what I see when we go out to dine, people don't take their kids to task on anything, they just act like little animals. We usually don't do the buffet or family style thing anymore because of how unsanitary the whole thing is and the disgusting sights you see.

Unless we are forced into a buffet given at a special event, we avoid buffets. When I am out, I also am learning to focus on US and not on what other diners are doing because, as you say, some people never learned manners, apparently.

My Mother grew up in England very poor and often did not have enough to eat. She taught me to take what I wanted at buffets BUT not to overfill my plate AND to eat everything I selected whether it tasted good or not. It made me think about my choices. I rarely went back for seconds but on the rare occasion I did, I found that there was nothing left and nothing else coming out to be served.
No one is taught manners any more....taking a weeks worth of groceries on one plate at one serving is way beyond rude IMHO... and gross.
