Part Time?

I applied for a job. I only want a part time position. Should I tell them when they call for an interview or wait until the interview? I would like to meet them rather than telling this on the phone but I do not know if this is right. It's for a new place and they have lots of open positions and I heard that they did not have many applicants with my qualifications.
