Has anyone received a letter from the NY state Dept of Labor about this?
I got one and so did a few of my relatives.
What is going on here?
I also received a debit card from PNC bank......................

Sounds like someone got your info and applied in your name.
When you apply, they will request your banking info for direct deposit. If it's not provided, the state issues a debit card.
There should be a "report fraud here" on your state's unemployment agency page.

if there is any system that is without thieves or other wrong-doers, I’d like to hear about it; but if there’s a system in most states worse than unemployment, it’s not a state where I have ever lived as an adult.

I don't know how this scheme works but I think every other person here in NM got one of those debit cards this past year. Just destroy them.

Yes - I received papers to fill out for benefits last month (Jan) - My name & address were correct but SS number off by a country mile.
Received forms DAILY in duplicate - forms to fill out and return - wages earned - and 100 other questions. I returned to Albany marked - Retired - did not file.
Last week read an article about the scam and how many fake applications had been filed and caught.
Still don't understand how person who filed fake application would get the money using my address.
Guess for every smart person out there - there's a dumb one.
Albany never contacted me; but heard about it through the news.

I posted about this 36 billions fraud a couple of days ago.. There are criminals from China,Ghana,Nigeria and Russia who steal identities to apply for PUA in different states.A lot of citizens were not able to apply for unemployment, because others used their social security numbers or names to get money.
A local reporter recieved in the mail 2 debit cards and started the investigation.
I can't post his article here. You can go to wthr.com (Eyewitness News) in Indianapolis and search for
Bob Segall unemployment fraud
I am quoting some sentences from the article
"Con artist use stole SS numbers to submit bogus unemployment claims. With a backdated claim to Feb 2,you could turn one identity into 10.000 to 20.000 dollars.
The estimated loss last fall was 36 billion dollars, but now it is likely over 50 billions"

We're in IL.
Both DH & I have had fraudent claims placed. I've never been unemployed & DH is retired.
We've already reported the fraud (& so did my employer)
DH got another unemployment letter last week. He called again to report it. He's waiting for them to call back. It took them almost 3 weeks for them to call me back.
I don't know if we keep having to report it. We'll find out.
